EMVCo's agentic payments draft: who shows what the agent did with the customer's intent?
On 1 September 2026 EMVCo asked for public feedback, until 30 September, on a draft framework for card payments made by AI agents: "EMV Agentic Payments – Framework for Specifications".
At its centre is what EMVCo calls Intent Services: a shared layer for registering, referencing, retrieving and managing what a consumer has authorised an agent to do, for recurring purchases, cumulative budgets and what happens after a transaction. EMVCo says it may next look at Know Your Agent and agentic transaction indicators. The announcement does not mention disputes or liability.
Registering intent records what the customer allowed. When a customer says an agent went beyond it, the dispute turns on something else: what the agent actually did against that intent, and whether anyone checked before the money moved. Who holds that record, and will the other side of the dispute accept it?
This is a reading of EMVCo's announcement, not legal advice.
